The corpse carriers: Parsi untouchability


A news story on untouchability among the Parsis may seem like an anachronism, but this is how the pallbearers in the community are treated.

They are now protesting, not against the untouchability but their pay scales. These khandias have to work at odd hours, live amongst corpses till they decompose completely, and it takes a long time for there are no birds of prey these days at the Doongerwadi Tower of Silence at Malabar Hill. The solar panels leave the bodies "soggy". As one khandia was quoted as saying, “When we go to drag the body, a hand or a leg comes off."

These men are treated with contempt, as the report conveys so well. They can't live in the Parsi baugs, there is separate drinking water, they need to purify themselves before entering a fire temple, and when they are given money they have to open a pouch so that the donors do not get contaminated.

The contamination bit bothers me, and it is not restricted to Parsis and is rampant in all communities. The pallbearers are carrying and cleaning people who were once loved and lived amongst us. How does this defile them? Is it only considerations of infections that might pass? I think not. If that were the case, then long after they have washed and aired themselves, they would not still be ostracised for being who they are.

What is the point of funeral rites and memorials if we cannot respect those who ensure that the deceased have a dignified last image?

There are always exceptions to the rule, but that only emphasises how entrenched these non-scripture, non-legal rules are and also how social norms and prejudices have a greater say than them. It is appalling that we continue to be trapped in fears of contamination.

Some years ago, there was a demand for some purification ritual because actor Arjun Rampal (who is married to a Parsi) had said he had sneaked into a fire temple — as a kid. I had written Parsi Controversies then.

We do pull up Hindus for their practice of untouchability, and rightly so. But Muslims, Christians, and Parsis are offenders too. Muslims have a higher caste of Syeds, and many sects look down on others — including not having water in the house of one or treating another's rituals with contempt. Even if a religion talks about the differences, should we not move with the times? Ages ago, there were probably reasons of survival of the fittest and assertion of territory to be factored in. Today, social mobility makes these redundant.

The hypocrisy makes things worse when there is talk of dignity of labour in public and scant consideration privately for those performing such tasks. Why is it that a person with a degree doing a menial job is seen as honourable but one 'born' into it not so? These prejudices are not ingrained but learned. And such learning is also about some form of intellectual superiority, and therefore slavery.

If we must shun, then shunning these double-faced consciences should be considered good untouchability.

Wagers of Labour: The Devyani Khobragade case




Is America humiliating India by riding on the case of a maid? Sounds illogical, but if true then it is bizarre.

The incident in short: Devyani Khobragade, Indian deputy consul general in New York, was arrested for falsifying details on the visa of her domestic help Sangeeta Richard. She was strip-searched, handcuffed, had her DNA swab taken and was put in a lock-up with drug addicts.

The Indian media and politicians have gone into hyperbolic mode that, in fact, is derogatory towards the country’s honour they are seeking to uphold. For example, one headline spoke about “Strip search shows India’s spine.” A minister said, “India can’t be treated like a banana republic.”

Every major political party has spoken out, with one vital difference: they are promoting their own agendas. It has little or nothing to do with electoral gains, for Indians really do not care about the nitty-gritty of who represents them abroad or at home. However, it most certainly helps to push ideologies, whether it is making a reference to the diplomat’s Dalit background, or asking for gay American diplomats to be sent back home by a rightwing member, or the ruling party standing up as one of the largest democracies against the might of the other largest democracy. Add to this a mish-mish of others who want to give a befitting reply to America’s arrogance to prove their feeble patriotism.

Posters too convey a feudal attitude of a bigger role as big brother that ought to protect our sisters.

It is shameful to read about a tit-for-tat policy when we are discussing diplomacy. An unconditional apology is perhaps in order, but the US refuses because it reasons it is about their laws.

After a week, secretary of state John Kerry called up India's national security adviser Shivshankar Menon. Spokeswoman Marie Harf issued a written statement:

"In his conversation with Menon, he expressed his regret, as well as his concern that we not allow this unfortunate public issue to hurt our close and vital relationship with India...The secretary understands very deeply the importance of enforcing our laws and protecting victims, and, like all officials in positions of responsibility inside the US. government, expects that laws will be followed by everyone here in our country.”

This is too vague and obvious that the response is not to the treatment but a reaction to public protests in India.

Foreign minister Salman Khurshid said:

"We have put in motion what we believe would be an effective way of addressing the issue but also (put) in motion such steps that need to be taken to protect her dignity.”

While granting her immunity makes sense, how does not meeting American delegates help serve her dignity? The western media and authorities are not terribly concerned with this issue.

With regard to withdrawing identity cards of US officials that allowed them special privileges over those they were entitled to, it should have been done long ago. Now it appears as though bruised egos are doing the talking. The US consulate and other staff have had many privileges and are afforded protection way above the norm. This reveals a lot about us, and a little about them. For a nation that does not have a history such as ours, where the pecking order is more glaring, its staff overseas seems to quite relish being treated like big saabs, not unlike the colonisers of the British Raj.

India has held its own at least at the level of détente, which is where it matters most. There is no need to behave in a churlish fashion now. Instead of these ‘withdrawal’ measures, would we have the courage to nix the nuclear deal with the US, have an embargo on trade relations, put strictures over fly zone and refueling, a cap over foreign investments, and mandatory surveillance of American companies and consulate offices by Indian agencies? This would be real talking.

Having said this, I do not think any of this is necessary only as a response to Ms. Khobragade. This case should be dealt with between two offices and not two countries. The international agency and labour commission has to look into it.

We have lost all sense of proportion, and failed to notice that the US picked on a mid-level diplomat, and not a high-ranking official. It is also curious why the US arranged for the maid’s family to visit just two days before the arrest of the diplomat. There is a suggestion that this was part of some plan. Why would the American government want to do so? There are strict procedures for immigrations, and if Sangeeta Richard is being given special treatment only because she did not get the salary as per minimum wages, then it might be prudent to ask just how many in the US do.

The helper escaped; her employer got a call asking for money; she complained about the disappearance and extortion; India alerted the counterparts in the US. Nothing happened. Instead, the employer got arrested.

The major issue is the indignity she underwent. It is indeed shocking and rather unusual. What were the authorities going to find after a strip search, a cavity search and a DNA swab? It makes no sense.

If the concern about malpractice, then what about the malpractice of the help seeking employment, which one understands is common practice?

Following the detention of Ms. Khobragade, a report stated:

“Many officials, who have faced such situations, say maids who allege human trafficking, sexual abuse by employers etc have an easier route to obtaining the coveted green cards for them and their families. For this, they are assisted by a veritable army of NGOs and lawyers. Officials said on condition of anonymity that sometimes maids etc are lured by attractive offers from resident NRIs.”


It brings us back to the question: what exactly is the US thinking? At a pinch, it looks like America wants to appear egalitarian towards what is the working class. Although this has not got much publicity, it will convey a message in-house. There has been discussion about minimum wages as opposed to what the domestic staff would earn in India. The expenses are higher in the US, even if board and lodge are taken care of.

It is important to note here that diplomatic staff, and even those of multinational companies, working in India are provided a ‘hardship allowance’, apparently to tide over the hardships they might face in a less developed country, quite forgetting that the dollar goes a long way here. As for the terrible state, they occupy the best real estate and are the toast of big business and the glamour world. They are on the socialite’s wish list all year round, and as they live in the metros there is hardly any reason to complain. If anything, they get far more attention than they would at home. The policy of “reciprocity” will not affect many socially, if we understand the Indian mindset.

The issue has to go beyond removing protective barricades. For those gloating that India is taking a firm stand, let us not fool ourselves.

Playing on anti-American sentiment will cut no ice, because the US has survived it and thrives on it. Count the nations that are against American policies and you will get the picture. Yet, it is American forces that land up to save beleaguered countries, and let us not get into the pragmatic position or even the ethical one here. Or, shall we use the word of currency now – malpractice?

A tony university will naturally have its eyes on the swish. Yet, there is something unnerving about a case study at Harvard Business School on the role of the employees at the five-star Taj Hotel during the Mumbai attacks of November 26, 2008.

The multimedia case study ‘Terror at Taj Bombay: Customer-Centric Leadership’ by HBS professor Rohit Deshpande documents “the bravery and resourcefulness shown by employees” during the attack.

The study focuses on why Taj employees stayed at their posts, jeopardizing their personal safety, in order to save the hotel guests. It also tries to study how that level of loyalty and dedication can be replicated elsewhere. A dozen Taj employees died trying to save the lives of the hotel guests, during the attacks. “Even senior managers couldn’t explain the behaviour of the employees,” Deshpande said.

He added, “Even though the employees knew all the exits in the hotel and could have easily fled the hotel building, some stayed back to help the guests. These people instinctively did the right thing. In the process, some of them, gave up their lives to save the guests.”
While there is no dispute over the bravery, has any study been done about the saviours at other places where these attacks took place and where several others occur on an almost daily basis? What about flight attendants who help out passengers when there is an air calamity? What about the guards who are routinely killed trying to save people? Would HBS bother about smaller establishments and countries that are quite ‘under the radar’? And what about the several problems of labour: from fighting for wages to safety measures in the work area to being unceremoniously thrown out to having to run about to claim pension?

I do not wish to sound callous, but in this particular case it was difficult to figure out what exactly was happening. It is a huge hotel and all employees do not know about all exits. Besides, given the nature of the attack – guests taken hostage and much exchange of gunfire – was there any guarantee that using any exit would save them?

Why is the management surprised? Don’t they train their employees about service? In the hospitality industry, more than anywhere else, this is an important component. They have, at best, done a job in the most humane manner possible.

The fact that this study explores the need for a replication of such loyalty and dedication begs the question about how indepth the research has been. Are there no other examples? Have you heard of caretakers of places of worship running away when there are bomb blasts? Have you known of junior employees leaving the premises of big enterprises when they are under any sort of attack? Don’t the guards at banks get killed during a heist?

I find it extremely patronising when the HBS team claims under camouflage of romanticisation:

Another key concept of the study is that in India, “there is a paternalistic equation between an employer and employee that creates kinship”.
This is merely pushing the agenda of the ruling class. The equation is feudalistic in all sectors – of benign master and slave. The kinship is one where the employee swears to do anything beyond the call of duty. It is a gentleman’s unspoken word of honour that only those in the lower hierarchy can keep because they have no choice.

The employer may most certainly look after the interests of the employees, and there may be the annual general body meeting where there is a mention of “we are one big family”. Don’t forget, this includes the shareholders who need to be reassured that the company is doing great and it has a loyal staff. Such loyalty is bought with an unwritten agreement that implies there won’t be any special sops or protection. Compensatory packages are part of the contract. The courage displayed by workers helps build the brand of the master. What loyalty are the employers showing towards their workers?

Today is Maharashtra Day. The state completes 50 years and so we have its house of cards – Mantralaya – decked up.



Today is Labour Day. I had taken this picture on one of my trips to the interiors:



If the state can get enlightened instead of merely lit up this girl has hope. Maharashtra has known many truly genuine trade union movements. It is interesting that a few metres away from the seat of the state government, the Vidhan Sabha, there are large office complexes and vendors selling vada-pav and sliced fruit and juices to those working there.

Despite all the noise against them, the UPite and Bihari will still come to Mumbai and Mumbai is the showpiece of Maharashtra. Sometimes people laugh at it, sometimes people throw stones, but it is no coincidence that the lavni is the dance form of the state. And it is kick-ass. It is partly about women catering to demands of men, but those men are from the working class. It is invariably about a winding down after a hard day's day. There is playfulness and joie de vivre.

The concept of labour invariably involves adults. When I do mention children working in the streets, I am accused of romanticising child labour; I and many others do know the reality is different in many parts of our subcontinent.

Several years ago I was asked to present a paper on Human Rights and the Child at a seminar organised by the Indian chapter of Amnesty International. I must admit that I did not think I was qualified; the organisers thought differently. I typed out the manuscript interspersing facts with opinion. It was a pretty clear-cut and sharp picture I recreated.

That morning I made my way to the University Campus; the other speakers were all somebodies, in that they had done extensive work in the areas they were to speak on – law, trade unions, academics; I was the only novice, so to say. The one advantage I had was that many in the room had read me…and disliked me!

Copies of our papers were distributed to the panellists. Mine was the only one that did not have footnotes.

I was to speak in the afternoon session. There was a break for lunch and some people came up with their dessert plates to tell me they had gone through my paper. This was rather unfair. Reading it was then a mere formality; they were already armed with queries. It was a bit queasy.

I did the ahem-ahem authoritative cough routine and decided to alter the beginning: “By the time you finished your lunch X number of children have died”. At least one smirk was wiped out.

What surprised me was the nature of questioning: “Your paper is very good, but why have you not provided solutions?”

No one else was asked this and no one had provided solutions. Which is why trade unions exist and there are constant battles for wages, working conditions and a lot else.

Did I have a reply for them? I merely said I had no answers but I asked the right questions.
